Q) What is the purpose of the Action bar?
there is no clear definition on user manual for this.
Is the “Action bar” only be used for triggers on different time point?

Do you mean this Actions bar?

The Actions bar is the place containing the following features:

• (1) Show/hide all elements
• (2) Lock/unlock all elements
• (3) Add events-actions to the currently selected timeline. Timeline-specific events related to timeline playback.
  Use Events - Actions in Saola Animate 3 - Atomi Systems, Inc.
• (4) Add timeline triggers to the currently selected timeline. Apart from events-actions, you can use timeline triggers to automatically trigger actions without user control. You can add many triggers along the timeline to execute different actions. The list of actions is the same as that in events-actions.
