Is there the functionality where a learner closes and saves a project but is able to return to the same place when they next open it please?

Yes, it is possible.

ActivePresenter 8 offers exporting projects to SCORM or xAPI packages. You can upload these packages to any LMS that supports SCORM/ xAPI standards.

In that way, viewers can continue the course from where they left off.
