Regarding the answer text color of questions imported from a CSV file, the question formatting can inherit from the Question Layout in the Slide Master. However, this applies to questions that are created or imported after the layout has been configured. Questions that are already in the project keep the formatting they had when they were created, which is why the changes did not appear on the questions you had already imported.
How to configure the formatting before importing your CSV file
If you want all questions imported from the CSV file to use the same formatting, you can configure the Question Layout in the Slide Master before importing the file:

Go to View > Slide Master.

Open the layout containing the Question placeholder.

Configure the desired appearance, such as:

Close the Slide Master view.

Import your CSV file.
We have verified that questions imported after the layout is configured use the formatting defined in the Question Layout. This allows the same visual formatting to be applied across different question types in the imported file, so you do not need to configure the appearance separately for each question type.
Regarding your suggestion about common question settings
Your suggestion about having common settings for questions is also supported through Question Settings and Slide Master.
Question Settings allows you to configure common question-related defaults for newly added questions, including Points, Attempts, and Question Layout.
The Question Layout controls the visual design of the question. These layouts can be customized through the Slide Master, including the appearance and placement of question text, answer choices, and buttons.
Therefore, if you want to configure a common appearance for different question types, you can use the Slide Master Question Layout. This is particularly useful for settings such as fonts, font sizes, answer text colors, and button formatting.
For more specific appearance defaults for individual question types, you can also use View > Object Settings. Object Settings maintains separate defaults for each question type, so it is useful when different question types need different formatting.
In summary:
