I quite often have small areas of text or diagrams that I would like to magnify without zooming in with the zoom and pan.
I propose a spotlight type tool that will magnify just the area under the spotlight allowing the context of the zoomed area to be kept.

You can now use the Object State feature to achieve your goal.
Add the On hover event and Change Object State action to the target object.
