can’t find the option on the menus avaiable

ActivePresenter Version: 6.1.3

OS: Windows 7 Professional SP1 64bits

Notes:
i’m trying to find a way to insert blur efect in a tutorial video and can’t find a resource in the aplication. Is it possible?
