Briny template, how?

When I choose the briny template, how can actually resize the blue part on the left side? it doesn’t seem to be an object that I can move.
Yes, I can click on hide background object, but I don’t what to hide it, I want to resize “the block” (if it is a shape!). How was that template created in the first place?

Please open the View tab > Slide Master > select the blue part and drag to resize.
