When I export a video in MP4 I can see the annotations but when I upload it to Vimeo they disappered. The Show in Mode>Demonstration for all layers was already selected before upload.

That is a really strange issue. Can you please share the exported MP4 file so we can check? You can use Google Drive or something like that for uploading file then send the link to us.

I just exported a WMV file and uploaded that and the annotations work. Very strange.
I will get back to you on your request. I am buried at the moment and relieved to get a version working.
Is there any chance that you are talking about Closed Captions but not annotations?
No, just text on a separate layer on top of the video/audio layers.
