I changed the display language to English en_US, and it worked fine. Is it possible that the display language to Chinese zh_CN will be wrong and irregular?

It should work properly in any display language. It looks like a bug or an issue.
Could you please send us a sample project that you created in the Chinese display language and the log file of ActivePresenter?
