Active Presenter failure to start in Windows 11

Problem:
Active presenter does not starts. Remains ever on “Initializing data” screen. Windows task manager indicates that “ActivePresenter.exe” process is awaiting for “svchost.exe”. The “svchost.exe” complete command line is “c:\windows\system32\svchost.exe -k LocalServiceNetworkRestricted -p”.

ActivePresenter version:
8 and 9 - Problem occurs on both versions.
OS:
Windows 11 Pro, 22H2, PT_BR, compilation 22621.4,
Notes:
Running on an Lenovo/ThinkPad L14 Gen 3 - AMD Ryzen 7 PRO 5875U with Radeon Graphics, 2.00 GHz, 16GB RAM.
